RTOWA wishes all the members a very HAPPY and PROSPEROUS New Year 2017. Each of us has some pending tasks and pending goals which we carry forward to the next year and also we have new goals and tasks to be set. Let us hope that we may achieve all of our pending as well as new goals in this new year.

 

31/12/2016: RETIREMENT WISHES :

RTOWA wishes all those who are retiring today a very HAPPY, HEALTHY and PEACEFUL retired life.

Establishing new schedules and routines is a great way to make the transition into retirement easier and help seniors find a new path forward. Wish you all a smooth transition too.

 

30/12/2016: NEW IDA RATE :

The IDA from 01/01/2017 will be 119.5%. based on Consumer Price Index.

Net decrease in D.A. will be 0.8%.

 

28/12/2016:PROGRESS ON 78.2% IDA ISSUE

 

Leaders of United Forum Delhi are continuously pursuing this issue.

 

MTNL Board decision was sent to DoT on 22/12/2016.

 

In a meeting with the leaders of Forum of U&A of MTNL Delhi on 27/12/2016, it is learnt that CMD has assured that he would positively do the follow up with DoT and see that 78.2% IDA is approved by DoT

 

19/12/2016: MEDSAVE CARDS :

On 15/12/2016, the office bearers (K. Jawahar, B.R. Pathak and M.R. Dixit) met the Incharge of Medsave TPA at Dadar. He said that only 1700 applications have been received so far for Renewal of Medsave Insurance Card. Compared to 14000 pensioners the number of Applications is very less. Perhaps many applications may be with MTNL Area Offices and they may be forwarding the applications after the last date of 15/12/2016.

The preparation and issue of cards will start soon. The last year card is valid till the receipt of new card by the Pensioners.

They met Shri. Bhosale DGM (IR) and congratulated him on his recent assumption of office of DGM (IR). They requested him to extend the date for Application for Insurance card and to give wide publicity. He said the date was fixed by Corporate office and the issue will be taken up with Corporate office. Then the pending floater medical claims were discussed.

RTOWA will take up the long pending floater medical claim cases with Corporate Office.e.

 

17/12/2016: ISSUES OF 2016 RETIREES :

The file for upward revision of gratuity to Rs.20 lakhs is yet to be cleared by DoT Finance section. RTOWA Delhi is closely following it up. Orders are expected in the coming week.

Gratuity and Commutation :-

Delay if any in payment was discussed with AO (Pen) CCA on 15/12/2016. He says about 50% of the cases are paid in the first month after retirement and almost all the remaining cases are paid in the second month after retirement. The main reason for delay is not getting Struck off order in time and delay in getting file from MTNL.

Pension :-

In most of the cases pension payment is started in the first month after retirement and almost in all cases in the second month.

Leave Encashment :-

The delay in payment of leave encashment was discussed with DGM (Pen).

He says there was funds problem a few months back. Now funds are received within a month. Some Area offices do not keep a copy of leave account before sending the service book to CCA Office and wait for return of service book from CCA. We requested him to issue suitable instructions to all area offices for speedy payment of leave encashment.

PPOs :-

PPOs have been issued up to March-2016 retirees and April-2016 is in progress. Within a few months the backlog will be cleared. In ideal conditions PPO should be issued by third month after retirement.

15/12/2016: ISSUE OF PPOs AND ARREARS PAYMENT

Today the Office bearers (Sri. K Jawahar, Sri. B.R.Pathak, and Sri.M.R.Dixit) met all Accounts Officers of CCA and DGM (Pen) of MTNL at Currey Road.

The following information was gathered:-

Life Certificate process is almost complete. Out of about 14400 pensioners, only about 800 are yet to give certificate. We requested AO-PDA to issue SMS to all these pensioners.

PPOs to pre 01/04/2014 retirees :-

Retired upto 31/12/2005 :-PPOs have been issued to all 4700 pensioners/family pensioners except a very few.

Those who have not received the PPO may please contact AO PDA.

Retired during the year 2006 :-

There are about 1780 pensioners/family pensioners in 2006. The PPO preparation work is in full swing.

It is expected that all pensioners upto 2006 will get PPO by February- 2017.

PPO preparation for about 5020 pensioners from 2007 to March 2014 will be taken up afterwards.

Payment of Arrears :-

Pensioners upto 2005:-

Arrears have been paid to about 2010 pensioners/family pensioners so far. About 2700 pensioners are yet to be paid.

Pensioners of 2006:-

Drawal of arrears to about 1780 pensioners /family pensioners of 2006 will be taken up after payment of arrears to all the pensioners up to 2005.

The arrear drawal work is in full swing.

RTOWA will meet CCA next week and insist her to honour her commitment of "Arrears payment to all by 31/03/2017".

We requested all the concerned officers to upload the details of Life certificate wanting cases and PPOs issued during October-2016 and November-2016 on the pensioners' portal.

 

13/12/2016: SUPPLEMENTARY DRAWAL OF PENSION:

Pension for November-2016, for 1334 pensioners who had given Life Certificate after 20/11/2016 and up to 07/12/2016 has been drawn in supplementary bill. Pension is likely to be credited to their bank account within a few days.

08/12/2016: MTNL BOARD MEETING:

Happy News :-

Today MTNL Board has decided in favour of 78.2% IDA for the purpose of revision of Pay w.e.f. 01/01/2007.

Now MTNL Board will seek DoT's Approval for implementation.

05/12/2016: EC MEETING :

Today EC meeting was held.

The EC took a note of the following probable positive development during this week.

1. MTNL Board in the scheduled meeting on 08/12/2016 is likely to recommend 78.2% IDA for revision of Pay/Pension on 01/01/2007.

2. Orders for raising gratuity limit of Rs.10 lakhs to 20 lakhs w.e.f 01/01/2016 are likely to be issued this week.

Decided to participate in the quarterly meeting convened by CGHS Mumbai on 07/12/2016 to insist implementation of CGHS for Mumbai MTNL Pensioners.

Decided to attend RTOWA Delhi Conference on 24/02/2017 at Delhi. All seven members of Co-Ordination Committee will attend the Conference.

Decided to meet Pr. CCA in the next week to discuss all the pending issues.

Accounts for November-2016 was approved.

Sri. J.S. Yadav and Sri. G. N. Haragaball were unanimously co-opted as Organising Secretary and EC Member respectively.

Slogans in favour of demands were raised with enthusiasm.

2. Not to reduce the retirement age of working employees from 60 to 58.

3. Automatic revision of pension similar to Govt pensioners.

4. Merger of MTNL and BSNL.

All Pensioners and Employees are requested to participate in the Demonstration to achieve the demands.

 

19/11/2016:

Last date for submission of Contributory Group Health Insurance Scheme (TPA Medical Insurance Scheme) is 15th December 2016.

RTOWA requests all the pensioners to submit the forms A, B, F, and G in duplicate to their respective Area Office.

 
16/11/2016: UNITED FORUM MEETING :

MTNL Board Meeting was held yesterday (15/11/2016).

It is learnt that 78.2% issue was discussed, but decided to defer it to next board meeting.

2. The proposal to reduce retirement age from 60 to 58 was discussed.

3. The revival proposal of MTNL was discussed in detail.

This development was discussed by United Forum Mumbai in today's (16/11/2016) meeting.

The MTNL Board Meeting on 15/11/2016 disappointed employees and pensioners.

78.2% issue was postponed to next board meeting though MTNL had assured earlier that it will be approved in this meeting.

Shockingly, it is learnt that a lengthy discussion was held regarding reduction of retirement age from 60 to 58.

In this background UF Mumbai decided to launch a Mass demonstration on 23/11/2016 (Wednesday) during lunch hour at Telephone House.

All Employees and Pensioners are requested to Participate in the Demonstration to make it success.

 
09/11/2016: NEWS FROM UNITED FORUM DELHI:

Meeting of the constituent Associations and Unions of United Forum Delhi was held on 08-11-2016 at Kidwai Bhawan. Sri.M.K. Bagchi Convenor guided the discussions.

Sri.S.S. Nanda GS, RTOWA emphasised the urgency to take up "Revision of pension from 01/01/2017"

The UF strongly condemned MTNL's move to propose reduction of the age of retirement from 60 to 58 for working employees.

The UF decided to hold
Lunch Hour demonstration on 23-11-2016 (Wednesday) at CGO Complex New Delhi in support of all long pending demands.

 

08/11/2016: UPLOADING OF TDS BY CCA.

In the meeting with CCA on 21/10/2016, Non uploading of details of Tax recovered from pension on the TRACES was pointed out.

CCA assured to look into the issue and now has taken prompt action. Now the tax recoveries during this financial year have been uploaded. Pensioners have got SMS from ITAX department too.

Please see whether the tax deducted so far from the pension agrees with 26AS of TRACES. If there is any discrepancy please bring it to the notice of CCA Office.

04/11/2016: SUBMISSION OF CGHIS FORMS :

Now as per CO orders dated 02/11/2016 the Contribution by Pensioners has been fixed at Rs.2697 for single beneficiary and Rs 4472 for two beneficiaries.

Though we have not achieved what we wanted, due to the strong protest of Pensioners and continuous pursuit by Joint Forum & RTOWA Delhi the amount has been reduced....a partial achievement.

So it has been decided by RTOWA and TPWA of Mumbai and RTOWA & Joint Forum Delhi to withdraw the Protest Action of "Non filling of forms".

However we will convey our disappointment to Corporate Office.

RTOWA Mumbai will now focus on Arrears Payment, PPO Books preparation, and CGHS.

It is reliably learnt that the 78.2% IDA will be approved in the ensuing MTNL Board Meeting on 15/11/2016.

 
03/11/2016: CGHIS REVISION OF CONTRIBUTION

As per Corporate Office orders dated 02/11/2016, the premium contribution to be reduced from the OPD Limit for Medical insurance scheme is Rs. 2697 for single beneficiary and Rs.4472 for two beneficiaries.

If available OPD Limit is insufficient to cover the aforesaid premium amount, the balance will be reduced from the OPD limit of next year i.e., 2017-18.

01/11/2016: LIFE CERTIFICTE PROCEDURE:

All pensioners are required to give Life certificate every year in November.

In addition to Life Certificate, Family Pensioners should give Non Marriage Certificate; Officers retired from posts of E-5 and above should give Non Employment Certificate.

PROCEDURE :

1. Please go to CCA's Pension office at Currey Road Telephone exchange Mumbai with Copies of PAN Card and Aadhar Card and complete the formalities.

CCA OFFICE TIMINGS FOR GIVING LIFE CERTIFICATES:

From 10 A.M. to 4 P.M. on all days of November-2016 except Sundays and Holiday on 14/11/2016.

2. Please go to your Bank in which your pension is credited with Life Certificate Form, Aadhar and Pan card, get Certified by Bank Manager. Send the Life Certificate with copies of PAN and Aadhar Card by hand or by post to AO (PDA) 3rd Floor MTNL Currey Road Telephone Exchange Mumbai- 400012.

3. Please get life certificate from any gazetted officer of State or Central Govt or from any authorised authority and send it by hand or by post to AO PDA.

To know nearest centre sms JPL <PINCODE> to 7738299899. Please go to any Jeevan Praman centre with your PPO, Aadhar Card, Bank details etc., give biometric scanned by the Centre. Select Mumbai CCA as the Pension Paying Authority. The certificate will be retrieved by AO PDA. You need not send it.

On 21/10/2016 a meeting was held to discuss the modalities to work out equivalent CDA Pay Scales and Corresponding Grade Pay for all the pensioners for the purpose of CGHS.

The meeting was attended by Office Bearers of Joint Forum of Pensioners, all concerned officers of CCA office including Jt. CCA and concerned officers of MTNL Delhi.

It was tentatively decided that CCA Office will issue a separate sheet indicating the CDA Pay Scale and Grade Pay to each pensioner and that sheet will be attached with the PPO.
MTNL Authority will issue NOC after CCA issued this sheet. Then the pensioner can apply for CGHS.
The above procedure will be tested for a few cases and then detailed procedure will be finalised.

RTOWA is trying to modify the orders of Pensioners' burden of 50% Premium Payment for Indoor Medical facility. Some decision at the CMD level is expected.
So pensioners are requested NOT to submit Annexure-G otherwise it will weaken the efforts of the Association.

 

24/10/2016: NEWS FROM RTOWA DELHI :-

23/10/2016:

On 21/10/2016, the office bearers (Sri.K.Jawahar, Sri. B.R.Pathak, Sri.M.R.Dixit) discussed the following issues with Ms.Monali Takhate CCA at her office at Juhu. Mr.Ankurkumar Jt. CCA also participated in the discussions.

1. Payment of Arrears:- A lengthy discussions took place. Our Office Bearers said this work should not take this much time. Still about 4800 pensioners are to be paid arrears. We said the work should not be stopped during November-2016, due to Life Certificate work. She agreed that all efforts will be made to pay the arrears to all by 31/03/2017.

2.Life Certificate:-

CCA said arrangements similar to last year will be done.

3.Despatch of PPOs:-

We requested CCA to arrange for despatch of about 1200 PPOs printed and awaiting despatch by post.

4.Form 16 for current year :-

Our team apprised CCA that last year this work was messed up and Form 16 was issued in July 16 only. They requested her to arrange for quarterly reconciliation so that Form 16 with both Parts A and B can be issued by 31st May itself.

As the CCA was in a hurry to attend some meeting they could not discuss other issues with the CCA.

 

21/10/2016: UNITED FORUM NEWS:

Today Sri.J.S. Yadav Chairman UF, Sri. S.M. Sawant Convenor UF, Sri. Rajagopal President TEAM, Sri. Mathias GS MEA, Sri. G.B. Yadav GS WU, Sri. K. Haldankar of SUN, and office bearers of other Unions attended RLC Meeting.

In response to our last rejoinder MTNL Corporate Office submitted a letter dated 20/10/2016 to Conciliation Officer.

In the said letter C.O has stated the following: -

1. Regarding 78.2% :- DoT desired that the matter may be submitted after approval by the MTNL Board. accordingly, the matter has been submitted with the MTNL Board for consideration.

2. Another option to choose combined service pension to pro-rata optees:-
The decision in this regard has to be taken by Govt of India only.

3. CGHS Facility: -
At present the Insurance Medical Scheme has been extended for two years w.e.f. 01/10/2016 and it is optional.

The demand of 100% reimbursement of Subscription to CGHS is not possible to bear by MTNL.

20/10/2016: CGHS NEWS

DoT has issued an Office Memorandum dated 18/10/2016 prescribing criteria to determine CGHS Subscription amount and Ward entitlement. Whether CCA will be able to comply with these requirements is not yet known.

However, the stalemate is broken.

18/10/2016: APPEAL TO ALL PENSIONERS.

Contributory Group Health Insurance Scheme for the year 01/10/2016 to 30/09/2017 as decided by MTNL Corporate Office is Contributory. Pensioner has to bear 50 % premium.

Pensioner has to bear Rs. 3101 for one beneficiary and Rs.5143 for two beneficiaries.

This amount will be reduced from OPD entitlement.

RTOWA Mumbai and Delhi have stoutly protested this arrangement.

RTOWA Delhi Office bearers led by Shri. S.S. Nanda met CMD on 14/10/2016 and conveyed the strong resentment of Pensioners. CMD assured to review the case.

Therefore, RTOWA appeals to all pensioners NOT to submit the declaration in Annexure G until the issue is reviewed by CMD.

RTOWA Delhi has also given this Appeal to all the pensioners at Delhi.

 

18/10/2016: LIFE CERTIFICATE – 2016

DGM (Pension-MTNL) has issued a circular today regarding submission of Life Certificate from 01/11/2016 onwards.

15/10/2016:

RTOWA Mumbai has written a letter to CMD, MTNL protesting increase in Pensioners' contribution to 50% of premium. Please CLICK HERE to view the letter.

 

14/10/2016:

On 13/10/2016 the office bearers (K. Jawahar, M.R. Dixit. and S.V. Gajam) met DGM (Pen) and all AOs at Currey Road CCA/MTNL Office. The problems faced by them in preparation of PPOs, drawal of Arrears etc. were discussed at length with them. We requested all of them to speed up these work.

The issue of Life Certificate was also discussed. Arrangements similar to last year will be done this year also for giving life certificate at Currey Road Office.

Arrears Payment: -Pensioners Paid so far :1843

PPOs preparation: - Total pensioners upto 31/12/2005:4673

PPOs processed so far:4281

The target date is 31/10/2016 to complete the remaining 392 cases.

Out of the above about 1200 PPOs are under despatch.

Current Year Status :-
PPOs have been issued to retirees upto 31/03/21016.
Those retired up to 30/06/2016 will be issued PPOs by the end of this month.

It was assured that those retired on 30/09/2016 will be paid Commutation and Gratuity this month itself.

Then the office bearers met GM (Fin) at Telephone House and thanked him for his continuous support to send the pension cases in time to CCA office.

Then the office bearers met DGM (IR) and discussed about the Contributory Group Medical Insurance Scheme and pending floater cases of last year.

 

13/10/2016: RTOWA MUMBAI NEWS

Contributory Group Health Insurance Scheme (CGHIS)

The orders of Corporate Office with Annexures are given below.

1. As per Annexure G, the pensioners are to bear 50% of the premium cut from the OPD.

The premium is as under :-
Single beneficiary: Rs. 5393 plus taxes

Self and Spouse: Rs.8944 plus taxes

2. Pensioners shall bear 25% of bed charges of eligible type under co-pay plan.

Annexures A, B, F, G are to be submitted to AGM (Admn)

Tomorrow RTOWA Delhi leaders are going to meet Dir (HR) to convey our protest to 50% premium burden.

08/10/2016: News as Conveyed by RTOWA Delhi: -

MTNL CO has issued circular for “Contributory Group Health Insurance Policy for MTNL retired Employees, 2016” vide letter No. MTNL/CO/Pers/REC-GHIS/2016/1744 dated 07-10-M2016.

MTNL relaunched the Contributory Group Health Insurance Scheme 2016 for MTNL retired Employees w.e.f 01-10-2016 for a period of two years.

The scheme will be served through United India Insurance Company through TPA’s

(1) M/S Paramount Health Services Pvt. Ltd for Delhi and

(ii) M/S Medsave for Mumbai. TPAs have been nominated initially for three months and they will be given extension depending upon their performance.

(1) TPA will issue their own Medical card for Indoor treatment.

(2) All eligible retirees will have to fill up the requisite forms within one month to get the TPA Cards.

The annexure mentioned in the CO Order will be uploaded on RTOWA website on Monday.

 

07/10/2016 : CORRESPONDENCES WITH DOT
The Executive Committee has taken up the issue of "Non payment of pensionary benefits pertaining to the period prior to 01/04/2014" with DOT. A letter has been written to DDG (Accounts) o/o DoT.

Also the EC has taken up the issue of abnormal license fee (rent) levied by BSNL Maharashtra Circle for retention of quarters for permissible period after retirement with DOT. A letter has been written to the Chairman, Telecom Commission at Delhi in this regard.

05/10/2016: E.C. MEETING:

The first EC Meeting of our Association after the Annual General Body Meeting was held on 05/10/2016.

Sri. K. Jawahar President welcomed all the members. Sri.B.R. Pathak our GS could not attend as he is indisposed.

President congratulated the EC Members for successful holding of the AGB and the Open House Session.

Accounts for the month of August-2016 presented by Sri. J.B.Chilgar Treasurer was approved.

The present status of all the issues was discussed.

Sri.M.R.Dixit AGS briefed about the meeting on 28/09/2016 with CCA.

President requested all the EC Members to take up the issues referred to by the members and bring them to the notice of EC.

Prior to EC Meeting the President and the AGS met DGM (IR) and discussed about CGHS, Extension of present medical scheme, Pending cases of medical bills on floater cases etc.

The EC was briefed about the following information gathered in the meeting with DGM (IR):

--United India Insurance Company is continuing as our Insurer for the year October-2016 to September-2017.

--Medsave is continuing as TPA.

--All pensioners should submit fresh Application form for new Medsave card for the year October-2016 to September-2017. Orders are under issue by Corporate Office.

--The existing medical card is valid until new card is issued.

The EC Meeting was concluded thereafter.

 

05/10/2016: E.C. MEETING:

The first EC Meeting of our Association after the Annual General Body Meeting was held on 05/10/2016.

President congratulated the EC Members for successful holding of the AGB and the Open House Session.

Accounts for the month of August-2016 presented by Sri. J.B.Chilgar Treasurer was approved.

The present status of all the issues was discussed.

Sri.M.R.Dixit AGS briefed about the meeting on 28/09/2016 with CCA.

President requested all the EC Members to take up the issues referred to by the members and bring them to the notice of EC.

Prior to EC Meeting the President and the AGS met DGM (IR) and discussed about CGHS, Extension of present medical scheme, Pending cases of medical bills on floater cases etc.

The EC was briefed about the following information gathered in the meeting with DGM (IR):

--United India Insurance Company is continuing as our Insurer for the year October-2016 to September-2017.

--Medsave is continuing as TPA.

--All pensioners should submit fresh Application form for new Medsave card for the year October-2016 to September-2017. Orders are under issue by Corporate Office.

--The existing medical card is valid until new card is issued.

The EC Meeting was concluded thereafter.

THE NEW IDA RATE W.E.F. 01/10/2016 : 120.3%

01/10/2016:

The Office bearers of RTOWA Delhi Shri R K Mudgal and Shri A K Kapoor convey the following information after discussions with concerned officers.

1. CGHS facility – CCA Delhi has written to DDG(PAT) DoT narrating the problems involved to mention the equivalent CDA pay in PPO Book.

DGM(Pers) MTNL CO has also sent a letter to ADG(PAT) DoT regarding this issue.

Shri Mudgal requested Shri S K Jain DDG(Estt.) DOT over phone to resolve the issue.

2. Enhancing the Gratuity limit to Rs.20 lakhs :–

As ascertained from DDG (Estt), the case for enhancing Gratuity limit to Rs.20 lakhs effective from 01/01/2016 is under process.

3. MEDICAL FACILITY :- The existing medical facility for indoor treatment is being extended for one year. The same insurance company and TPA will continue for Mumbai Pensioners. Orders will be issued soon calling for fresh applications. The existing card is valid till the issue of new card.

4. MTNL gets Rs. 110 crores from DOT towards balance amount of
Pension paid by MTNL from April-2014 to December-2014.

28/09/2016:

Ms. Monali P Dhakate assumed the charge of CCA on 23/09/2016 at Principal CCA's office at Juhu.

RTOWA office bearers ( K. Jawahar, B.R. Pathak, M.R. Dixit, and J. B. Chilgar) met her today and discussed the following issues in detail.

Shri.Ankurkumar Jt. CCA and Shri Sanap Dy. CCA also participated in the discussions.

Payment of Arrears: - All the problems faced by CCA Office in drawal of Arrears were discussed. Jt.CCA assured that a target of 500 cases per month will be definitely achieved.

Preparation of PPOs to pre 01/04/2014 retirees :-
Despite various problems, the preparation of PPO is now picking up momentum. It was assured that all those retired prior to 01/01/2007 will get PPO by 31/12/2016 positively.

Life Certificate:- It was suggested that pensioners who have got PPOs should avail Jeevan Praman facility.
Arrangements similar to last year will be done by Pension Section at Currey Road.

Payment of retirement benefits to those pre 01/04/2014 retirees whose court cases were settled after 01/04/2014: -

Clarification is awaited from DoT.

Delay in issue of PPO to post 01/04/2014 retirees: -

Now PPOS are issued to those retired in March-2016. We told CCA that the delay of about six months is abnormal. It was assured that efforts will be made to issue PPO within 3 to 4 months.

CCA said that she will meet ED soon and discuss about those problems which are to be sorted out by MTNL Mumbai.

We thanked CCA for her positive approach to the issues and the meeting ended on cordial note.

ANNUAL GENERAL BODY MEETING:

MORNING PROCEEDINGS :

The Eighth AGB of our Association was held today at 11 AM at Chabildas High School Hall, Dadar West.
About 200 members participated despite rains in the morning and cancellation and late running of trains.

Office Bearers of RTOWA Delhi Shri.R.K. Mudgal, Shri.A.K.Kapoor, Shri.S.K.Dabral, and Sri.S.K.Bhatia were our Honourable guests in the AGB.

Annual report was adopted. Audited Accounts were approved.

M/s Patil & Co was appointed as Statutory Auditor for the year 2016-17. Constitution was amended creating a post of Organising Secretary.

Shri. A.K.Kapoor and Shri. R. K. Mudgal spoke about problems in getting CGHS Card, Pension Revision,78.2% IDA etc. The meeting was adjourned at 1.15 pm for lunch break.

OPEN HOUSE SESSION:

The session started at 2.30 pm. Shri. Sunil Kumar Dir (HR) was the Chief Guest. Shri. Pravin Punj ED Mumbai, Shri.Rajendra Prasad CGM CETTM, Sri.Sultan Ahmed GM (Fin) CO-MTNL Delhi, Shri.J.S. Yadav Chairman United Forum Mumbai, Shri. H. S. Upadhyay President MEA and Shri.Pawar from TPWA were the Honourable Guests.

President Sri.K. Jawahar gave welcome address. Shri Nandaji's message was read out. Sri. Badri R. Pathak gave Key Note address.

Sri.R.K. Mudgal, Sri.H.S.Upadhyay, Sri.J.S.Yadav justified our demands in their speeches.

Shri. Sultan Ahmed, in his speech, said that Delhi FMS is a facilitator and cooperate with CCA in the work of Preparation of PPOs and drawal of Arrears. He also said that 78.2% IDA issue will be discussed in the Board meeting.

Shri.Sunilkumarji also said that 78.2% IDA will be considered in the Board meeting and sent to DoT. He said that with meagre resources MTNL is striving its best to meet the demands of pensioners. He further said that the present medical scheme for pensioners will be extended.
Open Session ended with vote of thanks by Shri. S.V.Gajam Vice President.

Election of New Executive Body:-

After the Open House Session, the AGB was reconvened. Shri. N. Chandrasekaran was chosen as Election Officer. Shri. P.D. Pradhan assisted him in the election process.

Nominations were called for in a prescribed form for every post of office bearers and EC Members.

All the office bearers were elected unanimously. There were 13 nominations for 10 posts of EC Members. Three nominations were withdrawn. The remaining 10 were elected unanimously.

The newly elected body took an oath of allegiance to RTOWA and to safeguard the interests of the pensioners.

CO-ORDINATION COMMITTEE MEETING:

The meeting of Co-Ordination Committee of RTOWA Mumbai and Delhi was held on 24/09/2016 at Mumbai City Telephone Exchange Inspection Quarters. Shri. R, K. Mudgal, A. K. Kapoor, Shri. S.K. Bhatia, and Shri.S.K.Dabral from RTOWA Delhi participated.

Shri Nandaji's message to the meeting was read out. All the important issues were discussed thoroughly. Decided to have close ties with BSNL Pensioners Associations to have unified approach in "Revision of Pension".

CDA Pay in the PPO is one of the requirements to get CGHS Card. This was discussed at length and decided to give some practical suggestions to CCA and DoT. The meeting concluded with cordial note.

21/09/2016: AGB AND OPEN HOUSE SESSION

Annual General Body Meeting of our Association will be held at 10.30 AM on 25/09/2016, Sunday.

Venue : Chabildas High School Hall, Dadar West.

Open House Session will start at 2 PM after Lunch Break at 1 pm.

16/09/2016:

SUCCESSFUL DEMONSTRATION :

A large number of executives, non-executives and Pensioners participated in the Lunch Hour Demonstration held today in front of Prabhadevi Telephone House.

After and amidst sloganeering by the members leaders from all the constituents of the United Forum of MTNL Unions and Associations addressed the members apprising them of the progress that has taken place since the last demonstration. The speakers expressed hope that our agitation has started yielding results.

Regarding Pay revision with 78.2% IDA wef 1-1-2007, all speakers were optimistic that this has to be accepted by the MTNL management .

Almost all leaders stressed the need to maintain the similar tempo of our agitation and unity in future as there are talks of sell out of MTNL if media reports are to be believed.

Demonstration ended with vote of thanks followed, as usual, by the National Anthem.

MEETING WITH R.L.C. Mumbai:

Leaders of United Forum including Shri. B.R.Pathak GS RTOWA attended conciliation meeting with Regional Labour Commissioner Mumbai on 16/09/2016.

U.Forum presented another Rejoinder. MTNL side said that these are the issues to be settled by DoT. The next RLC Meeting is on 21/10/2016.

 

15/09/2016: News from UF Delhi and RTOWA Delhi

A meeting of UF Delhi was held on 14-09-2016 in Kidwai Bhawan.

The Agitation Programme and demands of UF were discussed in the meeting.

All constituents present emphasised to make the agitation programme of 16-09-2016 a grand success to achieve the demands.

Pension revision was also discussed in it.
Shri Mange Ram Chairman informed that a letter has been written to Secretary (DOT) demanding revision of Pension of MTNL retirees.

MTNL management invited the Representatives of UF to discuss their demands and the agitation programme being launched by UF.

So after the UF meeting, the representatives of UF went to MTNL CO and had a meeting with MTNL Management to discuss the demands of UF.

The meeting was chaired by DIR (HR). ED and other officers of MTNL Delhi were present in the meeting.

Issue of grant of 78.2% IDA fitment w.e.f 01-01-2007 was discussed at length. DIR (HR) informed that they have already taken up the case with DOT to provide financial assistance to grant 78.2% IDA fitment. DOT has asked MTNL to send the note with Approval of MTNL Board.

In the Board meeting held on 13-09-2016 this point (78.2%) could not be discussed as Govt. (Director) was not present in the meeting. It will be taken up in next board meeting.

Regarding CGHS, UF Representatives told Dir (HR) that CGHS wants CDA basic pay to be mentioned in PPO Book and it will take a long time to fulfil this requirement.

DIR (HR) said that he knows the whole issue and assured that present MTNL Medical Indoor and outdoor scheme will continue for retirees till completion of all formalities of CGHS.

On the issue of one chance to prorate optees, DIR (HR) informed that DOT has asked for the expenditure involved in it. The expenditure is being assessed by the Finance wing of MTNL.

 

14/09/2016: DEMONSTRATION
Agitation to achieve 78.2% IDA in revision of Pay/Pension with effect from 01/01/2007 is intensified.

02/09/2016:

EC MEETING of our Association was held today.

Smooth and successful holding of AGB / Open Session on 25/09/2016 was discussed.

Decided to hold AGB in the morning and to hold Open Session immediately after lunch.

Committees were formed and responsibilities were assigned.

After lengthy discussions the following procedure to hold Election was decided.

1. Election will be held for "Executive Committee" of 15 members.

2. The elected Executive Committee will elect among themselves the Office Bearers viz., President, Vice President, General Secretary, AGS and Treasurer.

3. The election process will be carried out by Election Officer. He will issue notice calling for nominations. If there is a contest election will be held on 25/09/2016 on conclusion of AGB.

Shri. R. D. Pradhan was chosen as Election Officer.

Abnormal delay in issue of PPO to pre 01/04/2014 retirees and abnormal delay in Payment of Arrears were discussed. Decided to escalate the issue to DoT and CMD.
The issue was discussed with our Delhi leaders. It will be taken up by the Co-Ordination Committee and the system problems in FMS Delhi which is one of the main causes of delay in preparation of PPO and drawal of Arrears will be continuously pursued by them.

 

01/09/2016: CGHS

DoT has issued OM dated 31/08/2016 mapping the Pay Scales from IDA to CDA for deciding the CGHS Contribution and Entitlement.

It has been stated that the mapped CDA Pay and Grade Pay should be mentioned on the PPO.

Now Corporate Office may issue instructions giving the procedure to meet this requirement.

RETIREMENT IS THE ONE TIME WHEN YOU CAN HAVE A LIFE WITHOUT HAVING A JOB.

 

24/08/2016: Today the Demonstration at Telephone House called by United Forum Mumbai was successful. Large number of pensioners and employees participated. Slogans were raised with enthusiasm. Office bearers of all constituent Associations ,Sri S.M. Sawant Convenor United Forum, Sri J.S. Yadav Chairman United Forum, Sri B.R. Pathak GS RTOWA delivered speeches. All the speakers emphasised the need for further strengthening of the United Forum to achieve the demands.

Following information was gathered.

- No of PPOs of Pre 01/04/2014 retirees issued so far is 3188. The lists have been uploaded on our website rtowambi.in
- About 8000 PPOs are yet to be issued.

- Pension revision arrears of pre 01/01/2007 retirees paid so far is 1414.

- About 5200 pensioners are still to get arrears.The progress is very slow. RTOWA views this delay as abnormal and will continue to pursue the issue with all the concerned authorities.

 

23/08/2016: Executive Committee Meeting was held today. After discussions the following decisions were taken.

1. To hold AGB and Open session on 25/09/2016.

2. To escalate the issue of delay in preparation of PPO and Payment of Arrears to Secretary DoT.

3. EC members to vigorously mobilise for Demonstration on 24/08/2016.

4. To continue the pursuit of CGHS issue.

5. To hold next EC on 02/09/2016 to discuss about arrangement for AGB.

 

22/08/2016:RTOWA Leaders at Delhi met CMD, MTNL today. The gist of the meeting as informed by RTOWA co-ordination committee Convenor Shri S.S. Nanda is as under.

1. The last date for submission of application for CGHS Card is being extended to 31/12/2016.

2. The issue of Reimbursement of full amount of CGHS subscription will be taken up in the next Board Meeting of MTNL.

3. DoT will issue orders regarding CGHS eligibility to MTNL Pensioners within a week.

 

20/08/2016: OBITUARY

Mr. P.V.S RAO left for his HEAVENLY ABODE on 18/08/2016. R.T.O.W.A. extends heartfelt CONDOLENCES to his family in grief. MAY HIS SOUL REST IN PEACE.

 
16/08/2016: Department of Pension has issued OM dated 04/08/2016, for implementation of 7th Pay Commission recommendations regarding Revision of Pension. Para 2.1 says that “These orders are applicable to those pensioners / family pensioners governed by Central Civil Services Pension Rules 1972”.Para 7 (a) says that “ The pension of those who were absorbed in Public Sector Undertakings and getting pension from government will be updated under these orders”. DEMONSTRATION ON 24/08/2016:

Meeting of United Forum Mumbai was held on 12/08/2016. The decision of United Forum Delhi to carry on the Agitation to achieve 78.2% IDA was reviewed.

After discussions it was decided to hold Lunch Hour Demonstration on 24/08/2016 at Telephone House, Dadar.

All Employees and Pensioners are requested to join the Demonstration and make it success.

22/07/16Today United Forum, Mumbai met and decided to hold the scheduled agitation of Lunch Hour Demonstration on 22/07/2016 at Telephone House, Dadar successfully.
 

NOTICE:

RTOWA / United Forum call you to join the Lunch Hour Demonstration on 22/07/2016 at Telephone House, Dadar to exert presure on DOT / MTNL to settle the following issues.

1. Neutralisation of cost of price rise on 01/01/2007 by giving additional 9.4% IDA (78.2-68.8) in the revision of Pay / Pension as per the policy of Government.

2. CGHS should be optional alongwith the existing Medical scheme and the initial Lump Sum Payment to CGHS should be reimbursed 100%.

3. Another option should be allowed for combined service pension to those who had not opted earlier.

09/08/2016:

Today the Office Bearers ( Sri. K. Jawahar, Sri. B. R. Pathak, Sri. M. R. Dixit, Sri. J
B. Chilgar) and Convenor of United Forum Sri.S.M.Sawant met the Administrative Officer CGHS.

The CGHS Administrative officer said that....

1. The applications from MTNL Combined Service Pensioners will be accepted only after receipt of instructions from Ministry of Health. Now the Applications are not accepted.

2. Certificate from Bank and LPC are not needed. However they want a letter in this regard from MTNL Mumbai.

3. In Mumbai CGHS jurisdiction is up to Dahisar on Western side, upto Ambarnath on Central line and upto Panvel on Harbour line.

 

Then we met ED, MTNL, Mumbai.

After hearing from us, the ED instructed DGM (IR) to issue necessary amendment to the earlier letter.


Further News On CGHS

1. Letter is under issue by DoT regarding applicability of CGHS to MTNL Combined Service Pensioners.
Sri. S.S.Nanda Convenor Co-ordination Committee of RTOWA Delhi and Mumbai and other office Bearers of RTOWA Delhi met Officers of DoT and they say the file is moving.

2. BSNL has issued orders for Optional CGHS and for the reimbursement of whole amount of life subscription.


It is learnt that this issue will be discussed in the MTNL Board meeting.
Our leaders at Delhi have already met CMD and requested for full reimbursement and for the continuance of the existing medical scheme.

 

Summing up the status as on date....

1. The trend seems to be in favour of continuance of existing scheme along with CGHS,
2. Chances of getting full reimbursement of life time subscription.
3. Removal of the last date of 31/08/2016.

So those who got PPO from CCA may please wait until further instructions. Those who have not received PPO have to wait for the PPO.

22/07/2016:

Today a Mass Demonstration at Telephone House, Dadar was held.

All the constituent Associations and Unions of United Forum

participated. Despite signs of heavy rains, hundreds of Pensioners

and Employees raised slogans with enthusiasm. TPWA, the

Association of pro rata pensioners also joined the agitation.

Com. S. M. Sawant Convenor, Com.Rajagopal President TEAM,

Com.Virender Singh President MEA, Com. B.R. Pathak GS RTOWA,

Com K. Jawahar President RTOWA, Com Ramasundaram Secretary

TPWA and office bearers of other Unions spoke on the occasion.

All the speakers stressed upon the need for aggressive approach to

achieve 78.2% IDA and for CGHS to be optional.

The further course of agitation will be decided in consultation with

UF Delhi.

Also today the office bearers of RTOWA (Com. K. Jawahar and Com.

B.R. Pathak) met Shri. Balerao DGM (IR) and discussed about the

procedures to apply for CGHS Card. They stressed that the procedures

should be simple and conveyed that the certificate from Bank is

meaningless. DGM (IR) admitted that further clarifications are

required.

 

21/07/2016:

Today the Office Bearers (K. Jawahar, B.R. Pathak, J.B.Chilgar, M.R. Dixit) met Shri.Gopal Joshi Pr. CCA and Shri.Ankurkumar Jt. CCA.
The following issues were discussed at length.

1. Delay in issue of Form 16:
Pr.CCA agreed that there were problems. Keeping in view of the issues cropped up this year, the whole work relating to reconciliation and uploading of Tax will be outsourced now itself for current year.

2. Delay in payment of commutation:

Henceforth commutation will be paid next month itself after retirement regardless of funds position.

3. Delay in issue of PPOs and drawal of arrears:
Pr. CCA said that the following are the main causes of delay.

a) System glitches:

MTNL Delhi has control over FMS. Pr.CCA says that the system at Delhi is not the same at Mumbai, though stated to be same. The requirements and problems that arise are resolved by making changes in the system at Delhi but not included at Mumbai, though the control is at Delhi.

b) Inadequacy of Server and other peripherals: The system slows down very often.

c) Shortage of staff and officers.

d) The area wise pension sections lack uniformity and pose problems for CCA Office.

Pr. CCA said that he had already discussed the issues with ED Mumbai and he will meet CMD also soon. He assured that Retired employees of DOT, BSNL and MTNL will be employed as "Consultants"

RTOWA will take up these issues with ED Mumbai and CMD.

 

20/07/2016:

EC Meeting of our Association was held today at Telephone House, Prabhadevi.
The following issues were discussed and decisions taken.

1. Accounts for June-2016 were approved.

3. Annual GB and Open Session will be held by 30/09/2016. The date will be decided in a few days.

4. Welcomed the formation of governing body of United Forum Mumbai. EC congratulated Sri. S.V. Bargaje, our EC member who has been chosen as Treasurer of United Forum.

5. CGHS issue was discussed in view of Dir (HR)'s view that only a very few may not like to join CGHS. So it was decided to launch a campaign of "Individual letter protest".

6. Members were briefed about the details of meeting with Principal CCA on 20/07/2016 (Today) regarding Form 16, slow progress in PPO and arrears work. It was further decided to escalate the issue aggressively.

On 07/07/2016, the office bearers of United Forum Shri. J.S. Yadav Chairman, almost all Joint Convenors, and Shri. Rajagopal President TEAM attended the Meeting with the Regional Labour Commissioner. United Forum presented the Rejoinder. UF Pointed out that an officer from top management of MTNL CO should attend RLC to have any fruitful talks. The next meeting will be on 05/08/2016.

Government of India has issued orders for Increase of IDA by 2.4% w.e.f 01/07/2016. New IDA rate will be 114.8%.

FORM-16
The Pension and TDS details have been uploaded on Income Tax e-filing site and are available in 26-AS since 07/07/2016.

Discussed the issue of Form-16 with Mr. Ankurkumar Jt. CCA. By Monday (11/07/2016), Form-16 will be sent through email to those who had given mail id to CCA. For all others it will be despatched by post by Tuesday positively. Work is in full swing.

 

06/07/2016: DEMONSTRATION

The Lunch Hour Demonstration launched by United Forum on 05/07/2016 was successful. Though the gathering was not big due to threat of rain, it was an enthusiastic gathering. The participation of RTOWA Members was significant. Shri. J, S. Yadav Chairman UF, Shri. S.M. Sawant Convenor UF, Shri. B.R. Pathak GS RTOWA, Shri. K. Jawahar President RTOWA and office bearers of other Unions and Associations spoke about the justifications of our demands.

04/07/2016: FORM-16

Today this issue was discussed with Shri Ankur Kumar Jt.CCA. He informed the following details :

1. The work has been entrusted to M/s Karvy Consultants and is being pursued daily.

2. The CCA Office has discussed the problem with Income Tax office and the glitch has been sorted out.

3. Even now the 26 AS does not show Jan-2016 and Feb-2016 details. But as the uploading has been done successfully, 26 AS will reflect information for all months very soon.

4. Form 16 will be printed this week and sent by post.

Let us wait for some more time.

 

01/07/2016: DEMONSTRATION

United Forum Mumbai has decided to stage a DEMONSTRATION on 5th July'2016 at Telephone House Prabhadevi at 1 pm insisting to settle the following demands :-

1) Neutralisation of 78.2% IDA on 01/01/2007 for revision of Pay/Pension.

2) Another option to those opted for pro rata pension.

3) Optional CGHS Scheme for pensioners with full payment of life subscription by MTNL to CGHS

4) Deferring VRS till the above demands are settled.

30/06/2016: OBITUARY

Mr. P. VIJAYAN left for his heavenly abode on 20th June, 2016. RTOWA extends its heartfelt CONDOLENCES to his family in grief.

He is survived by his wife and a married son.

 

30/06/2016:

Labour Bureau of India has released the Consumer Price Index for May 2016: It is 275 points.

With this, the IDA rate from July 2016 is assessed as 114.8%.

From January 2016 it continues as 112.4%.

Hence, the increase from July 2016 is 2.4%.

Orders are expected soon.

 

25/06/2016:

RTOWA has written a letter to CMD and ED insisting that CGHS should be optional and CGHS Life subscription should be paid by MTNL for all the existing pensioners.

20/06/2016: CGHS NEWS:

It is learnt that the minutes of the meeting between DoT and Health Ministry at the top level held on 13/06/2016 contains the implementation procedure of CGHS.

It is learnt that the DOT has agreed to suggest CD Scale and Grade Pay corresponding to ID Pay Scale and to issue implementation orders to BSNL/MTNL. This will form the basis for deciding the amount of contributions to be paid by individual pensioner vis-a-vis his/her entitlement.

 

17/06/2016:

Today the office bearers (K. Jawahar and M.R.Dixit) along with office bearers of other Associations and Unions affiliated to United Forum participated in the meeting with Regional Labour Commissioner in connection with our demand of 78.2%.

United Forum has been asked to submit rejoinder and the next meeting is scheduled on 07/07/2016.

Then along with United Forum the office bearers met Director (HR) Corporate Office on visit to Mumbai.
The following issues concerning pensioners were discussed.

1. CGHS to pensioners :- It was emphasized that the scheme should be optional, more dispensaries need to be opened and more hospitals need to be empanelled. The initial lump payment to CGHS should be fully paid by MTNL, instead of 50%, and this offer should be available to all present and future pensioners.
Director (HR) did not commit to any of the above requests.

2. Heavy Licence Fee for retention of Quarters after Retirement : BSNL levies heavy Licence Fee plus HRA (though not drawn) to the MTNL pensioners for retention of the quarters. We requested MTNL CO to intervene and pressurise BSNL to give equal treatment to BSNL and MTNL pensioners. Director (HR) said that he will look into this issue.

3. Payment of GPF on the date of retirement: Director (HR) said that the maintenance of GPF Accounts will be transferred to DOT soon.

 

16/06/2016:

Today the office bearers (K. Jawahar, M.R. Dixit, S.V.Gajam) had a meeting with Shri. Gopal Joshi Pr. CCA in his office at Juhu. Sri.Ankurkumar Jt. CCA and Shri. Sanap Dy. CCA also participated.

The issues regarding PPOs and Payment of Arrears were discussed exhaustively.

Pr.CCA repeated the same excuses for slow progress viz., shortage of staff, slow processing speed of server, inadequacy of space, glitches in the system, not getting full co-operation from MTNL etc.

We told him RTOWA has done its best to solve all the above issues by requesting all the concerned officers in MTNL, there is now adequate staff, space and significant improvement in functioning of server.

We told him all those who are entitled to get arrears are about / more than 70 years old and their frustration increases day by day. CCA Delhi has already paid arrears to all the eligible pensioners.

Pr. CCA said weekly / monthly targets have been fixed up and the progress is closely monitored.

He further said RTOWA's request to send the PPOs by post has been accepted and orders have been issued.

Retired Accounts personnel of MTNL/ BSNL/ DOT will be appointed soon as consultants.

He agreed to have monthly meeting with RTOWA to review the progress.

FORM 16:- Today Pr. CCA said this work has been outsourced. The files of January-2016 and February-2016 will be uploaded soon. Correction of mistakes in the already uploaded files will also be done. Today it is said that the Form 16 will be printed and sent by post. (Let us wait for few more days and see what they do. ) We requested to issue Form-16 at least by the end of this month positively.

The issue of refusal of both MTNL and CCA to pay commutation and gratuity to about 40 pensioners retired before 01/04/2014 was discussed. He said that the issue has been referred to DOT.

 

15/06/2016:

Today Executive Committee Meeting of our Association was held.

Accounts for the month of May-2016 was approved.

The issues were briefed by Sri. K. Jawahar President and Sri M.R Dixit AGS. The following is the brief of discussions :-

A List of 808 PPOs issued from 12/04/2016 to 31/05/2016 has been uploaded on pensioner portal. We brought to the notice of AO- CCA that the earlier list also should be on the portal.

Pension drawn and TDS recovered for Jan'16 and Feb'16 are not yet found on TRACES site. The Jt. CCA informed us that a technical snag has arisen and a consultant has been engaged to solve the problem. We suggested Jt. CCA to download Form 16 of all pensioners from TRACES and upload them on Pensioners’ portal so that the pensioners can print Form 16 from Pensioners’ portal.

Decided to attend Labour Commissioner Meeting on 17/06/2016, along with leaders of Forum in connection with 78.2% issue.

CGHS issue was discussed in detail. The information available now is inadequate. This issue will be discussed with leaders of RTOWA Delhi.

Decided to meet Pr. CCA soon to request him expedite the work of payment of arrears and PPO issue.
The meeting ended thereafter.

 

14/06/2016: CGHS FOR MTNL/BSNL PENSIONERS:

The long awaited meeting between CGHS (Policy) unit of Ministry of Health and Family Welfare and DOT has been held as scheduled on 13th June 2016. This meeting is expected to sort out the issue of amount of contributions that an eligible pensioner will have to pay Vis-a-vis his entitlement for getting medical benefit from CGHS. The details will be known only after minutes are issued. Minutes are expected to be issued soon. Let us wait hopefully.

Meanwhile MTNL Board has decided to bear 50% of the defined contribution for life time Membership subject to minimum of Rs 6000/- and maximum of Rs 15000/- as one time facilitation liability.
MTNL CO has issued a letter regarding CGHS facility to retired combined pensioners / prorata pensioners. The orders given in the letter are not very clear. Association will take up the issue with MTNL management.

Members should not get worried about the language of the letter. Association will sort out the issue. Members should wait and have patience and faith in Association.

11/06/2016: THIRD PAY REVISION COMMITTEE

The Central Government has appointed 3rd Pay Revision Committee (3rd PRC) headed by Retired Justice Satish Chandra to review and revise the existing structure of salary and emoluments of Central Public Sector Undertakings' Board level Executives/Executives/Non Unionised Supervisors.

The 3rd PRC will give its report in six months and the government decision on the recommendations of the Committee will take effect from January 1, 2017.

The committee members will be retired IAS officer Jugal Mohapatra, Professor Manoj Panda who is Director of Institute for Economic Growth, Delhi, Shailendra Pal Singh who is Ex-Director (HR) of NTPC Ltd, and Secretary, Department of Public Enterprises.

The Committee will review the structure of pay scales, allowances, perquisites, and other benefits taking into account the salary, emoluments, incentives and other non-monetary benefits and suggest changes and comprehensive pay packages.

While devising a suitable pay and compensation structure the Committee will take into account the existing pattern of scales based on IDA and CDA pattern, the prevalent categorization of CPSEs into 'A', 'B', 'C' and 'D' Schedule, CV the status of Maharatna, Navratna, Miniratna bestowed on CPSEs, the overall condition of the loss/ marginal profit making CPSEs, and those CPSEs, which by the very nature of their business, are not-for-profit companies.

 

10/06/2016: MEETING WITH CCA & MTNL OFFICERS

On 08/03/2016, Office Bearers (K. Jawahar, S.V. Gajam. M.R.Dixit, J.B.Chilgar) met Jt.CCA, and Dy.CCA at Juhu. They were told that the arrear drawal work and PPO work have picked up momentum. However we requested to expedite these works as the progress is slow.

The list of PPOs issued will be uploaded soon. They were assured that the list will be uploaded monthly hereafter.

It is said that Income tax recovered in January-2016 and February-2016 will be uploaded soon. Mistakes of treating tax refund as pension in September-2015/October-2015 will also be rectified. Jt CCA assured that by Monday Form-16, complete in all respects will be on Income Tax site. We can download it from there.

Afterwards the office bearers (K. Jawahar, S.V. Gajam, M.R.Dixit, J.B. Chilgar) met CAO and AOs of W1 Area and sorted out the issue of non payment of pension recalculation Arrears to VRS pensioners. Now this Arrears will be paid within a couple of days.

The same issue was sorted out in LD unit on discussions with DGM (Fin) LD Unit. This arrears will be released by LD Unit within a couple of days.

27/05/2016:

United Forum of Unions & Associations of MTNL Mumbai have successfully organised the Lunch hour demonstration at Telephone House Mumbai today. Around 800 employees participated in the demonstration. Shri Bhai Jagtap MLC has addressed the gathering and assured the employees that all our demands are genuine and will be resolved in the coming days as it has been done in our pension issue. Shri J.S.Yadav, Shri J.J.Mathias G.S. MEA Mumbai, Shri R.R.Mishra C. S.TEAM, Shri Badri Pathak G.S. RTOWA, Shri S.M.Sawant G.S. PWA and Shri Jyoti Sonawadekar G.S. Sanchar union have also expressed their views.

 

24/05/2016:

The Office Bearers (K. Jawahar, B.R.Pathak, M.R. Dixit, and J.B.Chilgar) met AOs of CCA office, CAO (Pen) MTNL, and Dy. CCA at Curry Road office on 23/05/16.

For Pre 01/04/2014 retirees.... 2465 PPOs have been issued so far. Arrears have been paid to 615 pensioners retired prior to 01/01/2004.

It is said due to some problems in the system, these works were held up for last about one month and now resumed from 23/05/2016.

The positive aspect is that now the system has been modified enabling access to the system for arrear drawal work / PPO preparation work throughout the month.

The list of PPOs issued will be updated in the system soon.

Issues of recent retirees: - Commutation will be paid this month to those retired up to 29/02/2016. Gratuity will be paid this month to those retired in March-2016 and payment of their pension from April-2016 will start from this month.

 

23/05/2016:

Our Executive Committee met today at Telephone House.

The President and the General Secretary briefed about the activities of the Association during the last one month.

The Accounts for the month of April-2016 was approved.

The slow progress in PPO issue for pre 01/04/2014 retirees and drawal of arrears was discussed at length. It was decided to meet Principal CCA next week in this regard.

Decided to participate in the lunch hour demonstration on 27/05/2016 organised by the United Forum to achieve our demand of 78.2% DA in revision of Pay and Pension with effect from 01/01/2007.

The meeting ended with positive determination to pursue the issues.

In the said meeting it was decided by United Forum to stage Lunch Hour Demonstration on 27/05/2016 at Telephone House Prabhadevi, Dadar.

The demands are:-
1. Revision of Pay and Pension on 01/01/2007 with 78.2% DA
2. To give one more option to pro rata pension optees to opt for Combined service pension,
3. To provide CGHS facility to employees as well as pensioners.

22/04/2016:

RTOWA has written a letter to Shri. Gopal Joshi, Principal CCA, endorsing copy to Member (Fin) and Director (Fin) regarding Arrears Payment and PPO.

RTOWA has also requested Pr. CCA to consider the following:
1, To send New PPO by post to outstation pensioners,
2. To upload the list of PPOs issued and Arrears drawn on pensioners' portal on weekly basis.
3. To provide grievance redressal toll free number email id exclusively for MTNL Pensioners.
4. To issue Form 16 for the FY 2015-16
5. To arrange for adequate funds to avoid delay in payment of Commutation and Gratuity to the current year retirees.

Office bearers (K, Jawahar, M.R. Dixit, and J.B. Chilgar) met GM (Fin) and DGM (FMS) today. The issue of non accessibility of the system by CCA Office in the last week of every month for Arrears drawal work was discussed. They say there is no system inadequacy or system deficiency.

The system has been designed in such a way that, during the process of drawal of monthly pension if the arrears drawal is done, then the arrears amount also will get mixed up with monthly pension leading to other problems. So arrears drawal work is not advised after starting process of drawal of monthly pension generally after 22nd of every month.

We pointed out that, this system design is a hindrance for Arrears drawal and requested to consider modification of the system.

 

21/04/2016: Meeting with Pr. CCA:-

The office bearers (K. Jawahar, M.R.Dixit and J.B.Chilgar) had a meeting with Shri. Gopal Joshi Principal CCA on 20/04/2016. On behalf of all members of RTOWA, they greeted him with bouquet on his promotion to Principal CCA and joining at Maharashtra Circle.

He is an experienced Senior Officer and the office bearers conveyed their happiness and expectations.

The following issues were discussed.

1. Expediting Arrear payment and PPO issue,
2. Early payment of commutation and Gratuity to current year retirees.
3. To send New PPO by Regd. Post to outstation pensioners.
4. Issue of Form-16 for the year 2015-2016
5. Setting up grievance redressal mechanism with exclusive Landline number / Email-id at CCA office for MTNL Pensioners to lodge grievances and to get information.

He said that he requires some time to get into the crux of the issues. He also said that the system both hardware and software are frustrating the efforts of officers and staff. He will discuss this issue with ED MTNL Mumbai and GM Finance. He assured that he will look into all the issues.

Then they met Mr. Ankur Dy.CCA and Accounts officers of CCA Office. All the officers were receptive. The following information was gathered:

Refund of wrong recovery of Income Tax to 603 pensioners will be made along with pension for April-2016.

Form-16 for 2015-16 will be issued in the first week of June-2016.

Due to system inadequacies the drawal of arrears and preparation of PPOs are not done after 22nd of every month, as the system is required for processing current month pension.

Commutation and Gratuity of those retired up to 31/01/2016 are being processed for payment now.

 

20/04/2016: EC Meeting :-

EC Meeting for April-2016 was held on 13/04/2016. The following discussions took place.

1. Accounts of March-2016 were approved.

2. Members voiced their concern on slow pace of PPO Preparation work and Arrears Drawal work at CCA .

3. Moreover there is delay in payment of Commutation, Gratuity and Leave Encashment to those retired in January-2016, February-2016 and March-2016.

4, It was decided to discuss these issues with Principal CCA, ED and GM (Finance-MTNL) and to take up these issues again with Director (Finance) of Corporate Office and Member (Finance).

5. President and GS briefed the members about their meeting with Chartered Accountant regarding auditing of Accounts by CA since the formation of Association in August-2008, as it is a mandatory requirement before filing Annual Returns to Charity Commissioner.

 

18/04/2016:

On transfer to Delhi Circle Shri. Manish Pathak CCA was relieved from CCA Maharashtra Circle, Mumbai on 31/03/2016.

 

16/04/2016: REFUND OF INCOME TAX

The income tax recovered from the following categories of pensioners from the pension for March-2016 will be refunded along with the pension for April-2016.
1. All family pensioners.
2. All pensioners whose annual pension is below 3 lakhs.

Presumptive savings of Rs.1.5 lakhs under 80 C will be input in the system while drawing pension for April-2016 and May-2016. Actual savings as intimated by the Pensioners will be considered from the month of June-2016.

All pensioners may intimate actual savings to AO (PDA) Curry Road.

Most of the Areas have drawn the "Pension calculation difference arrears” for those retired during 2006 (a small amount of a few thousand rupees) and remitted. This arrears amount has been separately remitted by MTNL Areas.

17/03/2016:

EC meeting of RTOWA was held today. The following issues were discussed.

1. Accounts for the months of January '16 and February '16 were approved.

2. Filing of IT returns of RTOWA and getting refund of TDS on FD were discussed. Decided to consult CA.

3. Annual returns to Charity Commissioner was not filed since the formation of RTOWA in 2008. Decided to consult CA and Consultant.

Further course of action on the issues at 2 and 3 will be crystalysed before the next EC Meeting.

4. Payment of Arrears and PPO preparation works were reviewed. These works are now progressing systematically, though slow. The progress will be assessed in the first week of April. If necessary these issues will be taken up with all the appropriate authorities then. Uploading the list of PPOs issued and list of pensioners for whom arrears are drawn are not posted on web site. This also will be taken up.

 

09/03/2016:

1) Total No of pension cases sent to CCA section up to year-2006 in Feb-16 - 500 ,

2) No of cases yet to be sent up to the year – 2006 - 225. He assured that all cases up to the year 2006 will be sent by this week end.

3) Recalculation arrears for 2006 VRS retirees : Funds are allotted and area AO will arrange to send arrears by ECS mostly by 20th of this month.

4) Additional space is allotted to pension section. Order has been issued and the particular space is vacated by concerned authority and handed over to CCA pension section today.

Same team met AO PDA (CCA section) also and the following information was collected:_
1) Pension arrears till today completed 414 cases covering up to 2003 retirees,

2) Issue of PPOs: 1424 cases have been finalised covering the year 2005 till today.
3) The team insisted to display the latest PPO list on portal but it is told that action is being taken to update the list.

Further the team met GM Section to know about the posting of a Mazdoor to CCA section. It was informed that order for posting of one more mazdoor will be issued soon.

 

08/03/2016:

Arrears payment has been made to 285 pensioners retired before 01/01/2003. About 100 to 150 cases are processed every week.

PPOs have been issued to about 1400 pensioners retired before 01/01/2006. However the list is yet to be updated on pensioners’ portal.

Our website was down for past few days and has been restored today.

19/02/2016:

Today the Office Bearers (B.R.Pathak, S.V.Gajam and J.B.Chilgar) met DGM(IR) at Telephone House. Medsave ( Medical Insurance) cards have been issued to 5732 pensioners out of 6631 applicants. Remaining cards will be issued soon. It was brought to his notice about the delay in payment of premium by MTNL for those who retire in the current year.

The office bearers met DGM (Planning) and discussed about allotment of more space to CCA Pension Office at Curry Road.

It was gathered from the budget section that funds for payment of leave encashment to the retirees of December-2015 and January-2016 will be received by 23/02/2016 and payment will be made thereafter.

 

18/02/2016 :

Today the Office Bearers (K. Jawahar, B.R.Pathak, M.R. Dixit, J.B. Chilgar) met Accounts Officers of CCA Office Curry Road and CAO MTNL Pension Cell Curry Road.

The status of PPO preparation and Arrears payment are as under:

Pension/FP cases up to 31/12/2006:- 6448
Files Sent to CCA by MTNL :- 4917

PPOs issued so far :- 1194

Arrears for pensioners retired up to 31/12/2002:-
Likely to be released on 22/02/2016:- 150 cases

Our Observation: - After our meeting with Member (Fin) last month, there is visible change.
Weekly targets have been fixed and monitored by DoT.

RTOWA is pursuing MTNL at all levels to relieve the additional staff posted to CCA and to get more space for CCA Office.

The list of PPOs issued will be updated on the website in the first week of every month.

On payment of arrears through ECS credit, information about arrears i.e., summary of arrears amount, financial year wise will be informed to the Pensioner.

Tax is recovered at prescribed slab rate from the arrears.

We hope that the work of PPO preparation and payment of arrears will pick up momentum in the coming weeks.

We will continue to closely observe the progress.

 

17/02/2016 : ARREARS PAYMENT


Payment of arrears due to revision of pension to those retired prior to 31/12/2002 started.
Cheques were handed over to about 10 pensioners by CCA in a small function on 12/02/2016 held at CCA office.
It is gathered that payment to about 100 more pensioners retired before 31/12/2002 will be made this week through ECS. To start with, the target has been fixed as 100 cases per week.
RTOWA is closely pursuing the issue.

 

03/02/2016:

EC meeting was held today.
President and GS apprised the members about the successful Conference of Delhi RTOWA, meeting with Member Finance, meeting with Labour Commissioner, day long dharna with hunger strike on 29/01/2016, meeting with CCA on 27/01/2016, meeting with AOs of CCA Pension section and meeting with ED / GMF on 02/02/2016.

Steps to be taken up to speed up PPO issue, payment of arrears, and to strengthen RTOWA were discussed.

Decided to closely oversee the progress of PPO issue and arrears payment, to escalate the issue immediately if there is slackness.

Decided to form Joint Forum with Pensioners Union of Non Executives.

Decided to approach all retirees from July-2015 to join RTOWA.

 

02/02/2016:

Today the Office bearers (K. Jawahar, B.R.Pathak, M.R. Dixit, and J. B. Chilgar) went to Curry Road office and held detailed discussions with CAO, MTNL Pension cell and AOs of CCA Office.

Speeding up of PPO issue, and payment of Arrears were discussed. They wanted some specific staff and additional space. Target of 100 PPOs per week is now fixed for issue of PPOs to the retirees prior to 01/04/2014.

Payment of arrears will start very soon. The priority will be year of retirement/start of Family pension. Cases up to 2003 will be taken up now.

Then the office bearers went to Telephone House and met ED and GM Finance. Requested ED to arrange for relief of staff already posted for Pension cell and to approve allotment of additional space. He readily agreed. GM Finance said that all the pension files of retirees upto 31/12/2006 will be sent to CCA by 29/02/2016.

The Day long Dharna and hunger strike today at Telephone House by United Forum was successful.

Office bearers of all the constituent Unions and Associations gave spirited speech.

Shri. Bhai Jagtap MLC addressed the gathering.

Every one emphasised the need for unity and to strengthen the United Forum to face the challenges.

 

27/01/2016: MEETING WITH CCA:

Today the Office Bearers (B.R.Pathak, M.R.Dixit, J.B.Chilgar, and Gangopadhyay) had a meeting with CCA at 2 PM at Curry Road office.

2. Pension arrears:-

CCA said payment of arrears to those whose PPOs are ready will start from the first week of February 2016.

Arrear payment cases will be updated on MTNL Pension Portal from time to time.

CCA left the meeting abruptly due to our remarks conveying dissatisfaction. The other Officers continued the meeting.

Our further course of action will be decided in our next EC meeting.

 

22/01/2016 :-

RTOWA DELHI Conference and Open Session :- Our Office Bearers (K. Jawahar, B.R.Pathak, J.B.Chilgar, S.V. Gajam, M.R.Dixit, Gangopadhyay and V.K.Bhatia) participated in the Conference and in open Session. We could discuss with Shri Prahlad Rai GS AIBSNLEA and Shri A.K.Kaushik GS TEAM regarding 78.2% and future pension revision. We apprised Shri S.P. Purwar, Director (Fin) who was honourable guest, about delay in PPO issue and arrears payment. Shri K. Jawahar and Shri B.R. Pathak addressed in the conference and in open Session.

After successful conclusion of Open House, election of office bearers was held. Shri M.K.Bagchi, Shri S.S. Nanda and P.S.Bhayanna were elected unanimously as President, GS, and Treasurer of RTOWA Delhi. The same body of office bearers and a few more EC members were elected unanimously. RTOWA Mumbai congratulates and wishes the new body to achieve success in all their endeavours.

 

22/01/2016:

Yesterday (21/01/2016) meeting of United Forum Mumbai was held at Telephone house. Shri. N. K. Verma and Shri Bargaje, EC members represented RTOWA Mumbai.

Arrangements for the proposed Hunger Strike and day long Dharna on 29/01/2016 at Telephone House was discussed.

 

21/01/2016:

Today the Office Bearers (K. Jawahar, B.R. Pathak, J.B. Chilgar, S.V. Gajam, M.R. Dixit, V.K.Bhatia and Gangopadhyay) met Smt. Annie Moraes Member (Fin) at Sanchar Bhavan, DoT Office New Delhi.

We told her about non payment of pension revision arrears by CCA Mumbai. We brought to her notice about slow progress of PPO preparation work and CCA' s reluctance to send the new PPOs of pre 01/04/2014 pensioners by post to outstation pensioners.

After lengthy discussions she declined to commit any target date for payment of arrears. She also declined for interim payment of 90% of arrears.

However she assured the following: -


1. Member (Fin) will monitor the Payment of Arrears work and Preparation of PPO work on weekly basis.

2. Early payment of arrears on a staggered manner will be ensured. The modalities will be decided in consultation with CCA Mumbai.

3. Sending PPO to outstation pensioners by post will be considered.

Co-Ordination Committee Meeting of RTOWA Mumbai and RTOWA Delhi was held at Kidwai Bhavan Delhi today.

The present status of payment of arrears of Pension, and progress of PPO work at Mumbai and Delhi was discussed.

All options to exert pressure on CCA were discussed. RTOWA Mumbai will pursue these issues vigorously.

The present status of getting CGHS facility and 78.2% DA for revision of Pay/Pension was also discussed. Decided to make the United Forum's agitation of “Day long Dharna and Hunger-Strike on 29/01/2016" successful.

Yesterday (18/01/2016) Office Bearers of RTOWA (K. Jawahar, B. R. Pathak and M.R. Dixit) met ED Mumbai.RTOWA requested him to
1. spare some more staff and space to CCA, as requested by CCA, immediately, to speed up the PPO work at CCA office,
2. insist CCA to process arrears payment to all pre 01/01/2007 retirees,3. favourably respond in the Board Meetings to the demand of 78.2% DA in revision of Pay and Pension on 01/01/2007ED heard us intently and agreed to all our requests.
Then the Office Bearers of RTOWA (K. Jawahar, B. R. Pathak, M.R. Dixit) met GM (Fin) MTNL Mumbai.RTOWA requested him to1. arrange for payment of arrears due to recalculation of pension to 2006 retirees,2. ensure forwarding of all the pension files of retirees up to 31/12/2006 within a target date,3. arrange to clear back log of all the current year pension and family pension cases. GM (Fin) was very much positive. He assured that all the cases of retirees up to 31/12/2006 will be sent to CCA by 10/02/2016.G M (Fin) immediately directed the concerned section to ask for funds of Rs.56 lakhs from Corporate Office to pay pension recalculation arrears. He also said that current year cases will be settled without delay.
 

EC Meeting was held on 18/01/2016:

Accounts of Nov'15 and Dec'15 were approved.

President K. Jawahar congratulated all EC Members for their efforts resulting in participation of large no. of our members in the Demonstration on 08/01/2006. He appealed to organise in similar way for the success of 29/01/2016 Dharna. List of 7 office bearers who will participate in the day long 'Fast' on 29/01/2016 was decided.

Sri. B. R. Pathak GS briefed about meetings with ED and GM (Fin).

The scheduled meeting with CCA on 07/01/2016 did not take place due to some genuine reasons on CCA side.

Members voiced their concern about abnormal delay in PPO work, backlog in current year pension cases and delay in payment of arrears.

After discussions it was decided to meet Member (Fin) at DoT and Director (Fin) at MTNL Corporate office, Delhi when office bearers go to Delhi to attend RTOWA Delhi conference.

The lunch hour demonstration by United Forum at Telephone House Prabhadevi was successful. RTOWA Members attended in large number.Office bearers of constituent Unions and Associations and Shri. B. R. Pathak, GS RTOWA, and Shri. K. Jawahar President RTOWA spoke on the issues. Shri.J.S.Yadav CS TEAM concluded the demonstration with an appeal to all to participate in Dharna on 29/01/2016.

02/01/2016:

In the meeting of United Forum of MTNL Unions and Associations Mumbai, participated by Shri. S.V. Gajam Vice President and M.R. Dixit AGS RTOWA, it was decided to issue notice for Protest Action insisting the following demands :-

1. Fixation of Pay and Pension as on 01/01/2007 merging IDA at 78.2%,

2. Providing an opportunity to the pro-rata pensioners for exercising a fresh option,

3. Extending benefit of medical facilities under CGHS to the absorbees---working in MTNL or since retired.

Decided to follow the programme of Protest Action as decided by United Forum Delhi.
